A comment from Kansas Secretary of State, Kris Kobach, is most likely what started this fake proposal. He is a Trump administration adviser. Also, Kobach is a candidate to be homeland security director. He suggested something similar to the Bush-era where immigrants from high terrorism countries will be tracked. This is obviously very different from a “Muslim Registry.”
