The Senate Judiciary Committee released transcripts on Thursday. The new evidence reveals that former FBI Director Comey decided to issue a statement exonerating Hillary Clinton before the FBI had even finished its investigation into whether or not Hillary mishandled classified information while she was a part of the State Department.
Committee members stated that Comey put together a statement that claimed Hillary Clinton would not be facing charges in "April or May" of 2016. This was before the FBI had the chance to interview several key witnesses who would turn out to play a key role in the outcome of the case.

"According to the unredacted portions of the transcripts, it appears that in April or early May of 2016, Mr. Comey had already decided he would issue a statement exonerating Secretary Clinton. That was long before FBI agents finished their work. Mr. Comey even circulated an early draft statement to select members of senior FBI leadership. The outcome of an investigation should not be prejudged while FBI agents are still hard at work trying to gather the facts," the letter reads (emphasis mine)
The letter goes on to accuse Comey of trying to steer the investigation into his own pre-determined result: "Conclusion first, fact-gathering second—that’s no way to run an investigation. The FBI should be held to a higher standard than that, especially in a matter of such great public interest and controversy."
If Comey really begain drafting this statement in April or May, that means he decided Hillary Clinton was innocent despite the FBI not interviewing many key witnesses, including Hillary Clinton herself. Clinton did not meet with the FBI until July 2nd. Three days later Comey made his official statement. He exonerated Hillary Clinton on July 5th.
There could be reasons as to why Comey began drafting a statement to exonerate Hillary Clinton in April or May, with intentions of not delivering it to the public until after investigators had the chance to speak with Hillary Clinton. It's also certainly worth considering that Comey had already decided how the Hillary Clinton case was going to be handled long before the investigation concluded.
