At the peak of the pandemic, Governor Whitmer implemented some of the strictest lockdown measures. In April 2020, she issued an executive order that classified certain home improvement and gardening products, including fruit and vegetable seeds, as "non-essential." The order also specifically stated that these items could not be sold.

“Close areas of the store – by cordoning them off, placing signs in aisles posting prominent signs, removing goods from shelves, or other appropriate means – that are dedicated to the following classes of goods,” the order said.

Chris Wallace from CNN posed a question to Whitmer regarding the lockdown measures.

Wallace inquired, "I'm curious, is there a specific measure that you would have approached differently in hindsight, given what you know now?"

“Michigan would’ve been manufacturing the world’s masks and swabs and would’ve help keep people safe,” Whitmer said.

“I mean in terms of lockdown,” followed up.

Reflecting on her past decisions, Whitmer responded, "There were instances where we had to make choices that, in hindsight, may not seem logical. For example, people were permitted to visit hardware stores, but we discouraged the gathering of crowds around garden supplies. Although it was never our intention to prohibit the sale of seeds, there were rumors circulating that we had. Moreover, since it was still February in Michigan, planting wasn't exactly on people's minds. Nonetheless, when I examine some of those policies today, I believe we may have gone a little further than was necessary."

Additionally, Whitmer approved one of the most forceful stay-at-home orders, which prohibited any gatherings in public, regardless of size, and prohibited residents from traveling between their homes, even if they owned both properties.
